BO DISTRICT COUNCIL LAUNCHES ELECTRONIC TAX PAYMENT

In a bid to bolster revenue generation in the Council, the leadership of the Bo District Council, in collaboration with Africell, Orange, and Qcell, has on Thursday, 24th April 2025, launched the ‘GovPay Sierra Leone’, an Electronic Money application for paying property rates.

The ceremony was held at the Bo City Council with key stakeholders in attendance.

Alfred Joseph Lavalie, Cooperate Sales Manager, Afri Money-SL Ltd, underscored the need for digital finance in this day and age. Acknowledging the fact that the country cannot go forward if technology is not embraced.

Africell, he said, is always ready to meet the needs of its customers. “The technology is top-notch, and one that is secure, reliable, and user-friendly.” He avowed. He added that the system would minimize paperwork, cash in hand, and share amongst the Revenue Collectors. And that it would reduce long queues in banks and create employment opportunities altogether. He ended by demonstrating the payment procedure using *161*2*11*1# via the Africell company.

 
  

 

 

 

Khalil Fawaz, Regional Manager – South-East, said Africell is the leading tele communication company in Sierra Leone with over 25 years of excellence service. He assured the leadership of both Councils for an efficient service with uninterrupted function.

Dugba Hennea of ‘GovPay SL’ stated that digital financial services have become the prime drivers of transactions. Adding that Government Institutions can better realize and account for their revenues when digitized and controlled under a single strand.

The Chief Administrator of the Bo District Council, Vivian Sally Senesie, stated, “If Local Councils cannot raise the much-needed revenue, it is needless for their existence.” She displayed a willingness to own the system, highlighting some of the gains her Council stands to benefit from the technology.

The CA explained some of the challenges they had encountered as a Council before the introduction of the system. She assured of providing uninterrupted services if the tax compliance rate increases.

Delivering the keynote address, Her Worship Hawa Kambo, Deputy Mayor of Bo City Council, entreated taxpayers to comply by using the system and avoid the prolonged wait in queues, and save quality time. She implored that the system is not just about convenience, but trust and innovation to make difficult things simple. And that the leadership of both Councils was not only launching a tax system, but a way of thinking about Local Governance, one that is transparent, responsive, and powered by technology.
